Niagara University in Ontario is the Canadian campus of Niagara University, a private Catholic university founded in 1856 in Lewiston, New York, just across the Niagara River. It has taught in Ontario since 1984, and in 2019 it opened a permanent campus in the Vaughan Metropolitan Centre, becoming the first university in the City of Vaughan and York Region.
For Indian students the Ontario campus offers something unusual: American master’s degrees taught in the Greater Toronto Area, with an AACSB-accredited MBA, small evening and Saturday classes, no application fee and, according to the university, a route to a three year post-graduation work permit after you finish.
This guide covers the six master’s programmes international students most often apply to for 2027: four MBA concentrations and two Master of Arts degrees. It explains the fees in Canadian dollars and rupees, the admission and English requirements, the 2027 intakes, the PGWP and spouse work permit rules, and how Niagara University differs from Niagara College.
🎓 Quick Fact: Niagara University in Ontario charges no application fee. The MBA costs about CAD 23,940 in the first year (CAD 1,330 a credit), and the two MA degrees are cheaper, from CAD 15,750 a year.

2. Is Niagara University in Ontario Recognised in Canada?
Yes. Niagara University in Ontario is a designated learning institution (DLI O268049601572), so it can enrol international students on a study permit. Its degrees are granted by Niagara University under consent from Ontario’s Minister of Colleges and Universities, which allows an out-of-province university to award specific degrees in Ontario. The current consent for the MA in Criminal Justice Administration, for example, runs for five years from 24 July 2023.
Because it is a private institution, two rules work differently from public Ontario universities. First, master’s students still need a provincial attestation letter (PAL); the 2025 exemption covers master’s students at public universities only. Second, PGWP eligibility depends on the programme being one of the degrees approved under that consent, which the university says all its master’s programmes are.
3. Programmes and Fees for 2027

Classes run in the evenings and on Saturdays, and the MBA is hybrid, with up to 40% of content online. International students must still be enrolled full time in every term, which Niagara defines as three courses or nine credits, to keep their PGWP eligibility.
4. The Niagara University MBA
The MBA is a 36-credit degree: 24 credits of core courses and 12 credits in a concentration. The core covers strategic accounting, managerial economics, quantitative methods, financial management, strategic marketing with AI, leadership and operations and supply chain management, and every student finishes with a business research and planning capstone. Full-time students can complete it in about 16 months, though the university describes its master’s degrees as two year programmes for immigration purposes.
| Concentration | What you study | Suits |
|---|---|---|
| Financial Analysis and Risk Management | Corporate financial policy, investments, valuation and financial modelling, international finance, derivatives | Commerce and finance graduates, CA and CFA aspirants |
| Healthcare Administration | Business core plus four healthcare management courses chosen with an advisor | Pharmacy, nursing, hospital and health graduates moving into management |
| Digital Marketing, Analytics and AI | Social media marketing, big data analytics and machine learning, content marketing with generative AI | Marketing, IT and data graduates |
| Strategic Management | Emerging technology strategy, HR strategy and organisational change, project management, entrepreneurship | Engineers and team leaders aiming for general management |
Niagara’s Ontario site also lists a Global Business and Supply Chain Management concentration. Admission does not require the GMAT, although the university may ask for it in some cases, and no work experience is required.
5. MA in Criminal Justice Administration and MA in Disaster Management
The MA in Criminal Justice Administration is a 33-credit, four semester degree focused on leadership in policing, corrections, courts and public safety agencies. It is taught on campus with online, hybrid and weekend options, and ends with a policy paper or thesis. Collaborations with local, provincial and federal agencies offer research and internship opportunities.
The MA in Disaster/Emergency Management and National Security is also 33 credits over four semesters, at the lowest tuition of any programme here. It looks at emergency planning, homeland and national security and crisis response from both a Canadian and American perspective, with an optional internship and a capstone carried out with partner organisations.
6. Total Cost of Study in CAD and INR
| Programme | Total tuition (CAD) | Approx. in INR |
|---|---|---|
| MBA (any concentration) | CAD 47,880 | ₹32,56,000 |
| MA in Disaster/Emergency Management and National Security | CAD 28,875 | ₹19,64,000 |
| MA in Criminal Justice Administration | CAD 34,980 | ₹23,79,000 |
| Other cost | Amount |
|---|---|
| Application fee | None |
| Deposit to secure your seat | CAD 2,000, counted towards tuition |
| Ontario registration fee | CAD 50 a semester |
| Student services fee | CAD 100 a semester (fall and spring) |
| Health insurance | CAD 1,179 a year |
| Living funds for your study permit | CAD 23,448 for one person, from 1 September 2026 |
Totals are calculated from the 2026-27 per credit rates and the INR figures use about ₹68 to the Canadian dollar. Tuition can rise in later years, so keep a buffer of 5 to 10%. If IRCC refuses your study permit, Niagara refunds the deposit minus a CAD 500 administrative fee.
7. Admission Requirements
| Requirement | MBA | MA programmes |
|---|---|---|
| Degree | Four year bachelor’s degree in any field | Four year bachelor’s degree in any field |
| Grades | GPA 3.0 of 4.0 or a B average (about 73%) | GPA 3.0 of 4.0 or a B average (about 73%) |
| GMAT or GRE | Not required | Not required with a B average |
| Documents | Transcripts, credential evaluation, two references, resume | Transcripts, credential evaluation, two references, personal statement (250 to 500 words) |
| Work experience | Not required | Not required |
Indian students with a three year bachelor’s degree should check with the university before applying, because the published requirement is a four year degree. A lower GPA can sometimes be balanced by strong professional experience or industry certifications. International transcripts need a credential evaluation from WES or a similar service.
8. English Requirements (IELTS, PTE, TOEFL, Duolingo)
| Test | Minimum score |
|---|---|
| IELTS Academic | 6.5 overall, no band below 6.0 |
| PTE Academic | 60 overall (listening 50, reading 55, speaking 50, writing 65) |
| TOEFL iBT | 100, or 5.5 on the new 2026 scale |
| Duolingo English Test | 125 in every section |
| Oxford ELLT | 7 |
Students who fall short can receive a conditional offer through an English for Academic Purposes pathway with Niagara’s language partner. Practise for the PTE writing band in particular: 65 is higher than many Ontario colleges ask.
9. Intakes and Deadlines for 2027
| Intake | Classes start | Apply by |
|---|---|---|
| Winter 2027 | Mid January 2027 | Early December 2026 |
| Fall 2027 | Late August 2027 | Late July 2027 |
These are the university’s own deadlines, but study permits and PALs take time, so Indian students should apply three to four months earlier. A May start is listed on some agent websites, but Niagara’s own pages show only the January and August starts.
10. PGWP, Spouse Work Permit and PAL
| Question | Answer |
|---|---|
| Do graduates get a PGWP? | Yes, according to the university: each of its master’s degrees leads to a permit lasting as long as 3 years |

11. Campus and Life in Vaughan
The campus sits in the Vaughan Metropolitan Centre, the new downtown of the City of Vaughan, a few minutes’ walk from VMC subway station at the end of TTC Line 1, which runs straight to York University and downtown Toronto. The YRT and Viva bus networks also stop nearby.
Niagara does not list on-campus housing, so students rent in Vaughan, Brampton, North York or along the subway line. Shared rooms in the area usually cost CAD 900 to 1,300 a month. Vaughan and neighbouring Brampton have very large Indian communities, and the Greater Toronto Area offers the widest range of part-time and graduate jobs in Canada.
