Program overview
The Mechanical Engineering Technician – Tool Design diploma is a two-year program in designing the tooling, dies and moulds that manufacturing depends on.
Students cover engineering drawing and geometric dimensioning and tolerancing, computer-aided design and 3D modelling, materials science and heat treatment, machining and manufacturing processes, jig and fixture design, die design for stamping and forming, mould design for plastic injection, tool materials and surface treatments, design calculations and tolerance stack-up, and metrology and inspection.
Tool and die design is a specialised, ageing and consistently understaffed field in Ontario. Every manufactured part requires tooling to produce it, the design work is technical and cannot be offshored easily when tied to local production, and experienced designers are retiring without replacement. It is a narrow market but a persistently short-handed one.
Newnham is Seneca’s largest campus, on Finch Avenue East in North York, with its own residence, library, athletic centre and specialised technical labs. It sits on the TTC network with subway connections, and carries the bulk of Seneca’s business, technology and engineering catalogue — which means the widest range of student clubs, services and peers of any Seneca site.
Seneca Polytechnic — formerly Seneca College — is one of Ontario’s largest public colleges and a Designated Learning Institution. Newnham is its biggest campus, on Finch Avenue East in North York, and carries the bulk of Seneca’s business, technology, engineering technology, aviation and applied science catalogue. It has its own residence, a large library and athletic centre, and sits on the TTC network with connections to the subway.
Its field maps to CIP 15.0805 (Mechanical engineering technology). Important: this is a college credential rather than a degree, so it is not exempt from the November 2024 PGWP field-of-study restriction — eligibility depends on this CIP field appearing on IRCC’s eligible list when you apply. Seneca publishes a PGWP-eligible program list; check it, and confirm with an Apply Study Visa counsellor before committing. IRCC makes the final decision.
What it costs per year ยท indicative
Living cost is an estimate; tuition is the institute's published international fee. We confirm exact, current figures before you pay anything.
Do you qualify?
These are the published minimums. Whether your profile fits โ with your marks, gap and budget โ is exactly what a free counsellor check confirms.
Admission requirements
Who can apply (guide for international students):
- Education: Completed Class 12 (10+2) or equivalent with a minimum 50% overall.
- Subject requirements: Grade 12 English, Grade 12 Mathematics and Grade 12 Physics or an equivalent technology subject.
- IELTS: Overall 6.0, no band below 5.5
- TOEFL iBT: Total 80
- PTE Academic: Overall 58
- Duolingo: 105
- GRE/GMAT: Not required.
Application fee $90 CAD. A tuition deposit is required to confirm your seat and to trigger your Ontario Provincial Attestation Letter (PAL), so deposit timing drives your study-permit timeline — confirm the current amount with an Apply Study Visa counsellor. Admissions run on a rolling basis and popular programs fill months ahead under Canada’s international seat caps.

Career opportunities
Tool design supports every manufacturing sector that produces parts:
- Tool Designer — tool and die shops
- Mould Designer — plastic injection moulding
- CAD Designer — manufacturing design support
- Manufacturing Technician — production engineering
- Fixture Designer — jigs and workholding
- Quality Control Inspector — dimensional inspection
- Design Engineer — with experience
Ontario’s tool and die sector is ageing and short of designers — low supply, steady demand.
