Program overview
The University Diploma in Early Childhood Care and Education is the two-year route into BC’s licensed early childhood workforce, with supervised practicum built into both years.
Students cover child development across the early years, play-based and emergent curriculum, observation and documentation, guiding children’s behaviour, inclusive practice, health safety and nutrition, working with families, Indigenous perspectives in early learning, and professional ethics and regulation. Practicum placements in licensed centres run alongside coursework so theory is tested against real classrooms from early in the program.
The diploma leads to BC ECE certification and direct employment, and it ladders into CapU’s four-year degree with credit for completed coursework. The important caveat for international students: as a non-degree credential it is subject to IRCC’s PGWP field-of-study list, unlike the bachelor’s version. Anyone whose plan depends on a work permit should weigh the four-year degree seriously against the two-year saving.
CapU is a fully public teaching university on Vancouver’s North Shore — a Designated Learning Institution (DLI O19280078102) with university status since 2008. Classes are small, faculty teach rather than delegate to assistants, and tuition sits well below the big Vancouver research universities while the credential carries the same public-institution standing.
Its field maps to CIP 13.121 (Early childhood education and teaching). Important: this is a non-degree credential, so unlike CapU’s bachelor’s programs it is not exempt from the November 2024 PGWP field-of-study restriction — eligibility depends on this CIP field appearing on IRCC’s current eligible list at the time you apply. Confirm the live list with an Apply Study Visa counsellor before committing. Final decisions rest with IRCC.

Career opportunities
Early childhood educators are in structural shortage across British Columbia:
- Early Childhood Educator — the licensed core role
- Infant / Toddler Educator — a further-certified, better-paid specialism
- Special Needs Educator — supported child development programs
- Preschool Teacher — licensed preschool settings
- Childcare Centre Supervisor — with experience and certification
- Family Support Worker — community and health agencies
- Program Coordinator — municipal and non-profit childcare
BC’s childcare expansion has created sustained demand, and ECE certification is issued by the province — confirm the current registration process with the BC ECE Registry.
