There is a fact about St. Lawrence College that almost nobody writing about it has noticed, and at the Cornwall campus it works entirely in your favour.
Supply Chain Management qualifies for a post-graduation work permit at Cornwall. The same subject, at the same college, does not qualify at Kingston.
That is not a typo or an oversight on our part. St. Lawrence publishes its own list of PGWP-aligned programmes, and unlike every other Ontario college we have examined, it records which campus each programme runs at. Supply Chain Management appears on that list under CIP 52.0203 against Cornwall. A student holding a Kingston offer for a similar programme is in a materially different position from one holding a Cornwall offer. Campus is not a detail here. It is part of how the programme is registered.
Cornwall is the smallest of the three St. Lawrence campuses, sitting on the north bank of the St. Lawrence River directly across from New York State. It offers 16 programmes to international students, which sounds limiting until you look at what those 16 are.
Fourteen of the 16 lead to a post-graduation work permit. Only two do not. That is an 88 percent alignment rate, and it is the strongest of any Canadian campus we have audited programme by programme. The reason is straightforward: Cornwall does not run the business, marketing, office administration and personal care programmes that fail the field of study test at larger colleges. What it runs instead is nursing at degree and practical level, paramedic, personal support work, pre-health sciences, early childhood education, social services, three computing routes, welding, carpentry and environmental technology. Almost all of it sits inside the six eligible sectors by design.
The two that fail are Motive Power Technician and Police Foundations, and we explain below why the second of those is the more serious problem.
One caution before you read the fee tables. St. Lawrence’s aligned list is headed “June 25, 2025 Onward” and states the IRCC codes behind it were last updated in July 2025, with changes “expected in early 2026”. That update does not appear to have reached the page. Other Ontario colleges refreshed their equivalent lists in April 2026. Verify every CIP code against IRCC directly before paying a deposit.

1. About St. Lawrence College Cornwall
St. Lawrence is a public Ontario college founded in 1967. Kingston came first, Cornwall followed in 1968 when the college acquired the former Cornwall Classical College, and Brockville opened in 1970. Cornwall sits in eastern Ontario, roughly midway between Montreal and Ottawa, on the river that gives the college its name.

2. Why Campus Decides Your Work Permit Here
Since 1 November 2024, graduates of programmes below bachelor level need an eligible field of study for a post-graduation work permit, decided by CIP code. Most colleges publish a simple list of programme names and codes. St. Lawrence adds a column that changes how you must read it.
Programmes that do run at more than one campus include Computer Programming, Computer Systems Technician, Early Childhood Education, Social Service Worker, Practical Nursing, Personal Support Worker and Pre-Health Sciences. For those, the campus question does not arise. For Supply Chain Management and Environmental Technician, it very much does.

Five of the 16 programmes sit under health codes, and together they form a ladder rather than a set of unrelated options.

If policing genuinely is your ambition, the realistic route is permanent residence first through some other pathway, and the diploma afterwards. Taking it as an international student on a study permit puts the qualification a long way ahead of the eligibility.

The most flexible start is Supply Chain Management with six entry windows. Personal Support Worker, Practical Nursing and Computer Systems Technician each offer four.

Cornwall is among the more affordable places to study in Ontario. It is a small city rather than a metropolitan centre, which keeps rents well below Toronto, Ottawa and even Kingston. Montreal is roughly an hour away and Ottawa a little over an hour, so weekend access to larger cities is straightforward.

All the health routes also require a vulnerable sector police check, immunisation records and clinical clearance before placement. Start those early, because they take longer from overseas than students expect.

Kingston gives you far more options. Cornwall gives you a higher proportion of options that actually lead somewhere. If your subject is on the Cornwall list, Cornwall is usually the better choice. If it is not, Kingston is where to look next.

- Confirm the campus on your offer letter. At this college campus forms part of the registration, and it decides alignment on at least one programme.
- Avoid Police Foundations if you intend to stay and work. Neither the permit nor the profession is open to you.
- Apply early for the health routes. Placement capacity limits seats, and clinical clearances take time from overseas.
- Check your programme has a January option before assuming you can slip a year. Ten of the 16 have two windows or fewer.

If your subject is here, this is one of the strongest small campuses in Ontario for anyone planning to stay and work. Fourteen of 16 programmes lead to a work permit, the entry bar is 50 percent on 13 of them, eleven share a predictable CAD 16,920 fee, and living costs are among the lowest in the province.
The limits are equally clear. Sixteen programmes is a narrow catalogue, the city is small, and half the courses run effectively one intake a year.
It suits you if
- You want nursing, paramedic, personal support work or pre-health, which is the strongest cluster here.
- You want supply chain management, which is aligned at Cornwall and not at Kingston.
- You want computing, welding, carpentry, early childhood education or social services, all aligned.
- You want low living costs and a campus where staff know your name.
- Your marks are around 50 percent and you need an accessible route.
It does not suit you if
- You want business, marketing, hospitality or design. Cornwall does not run them.
- You want Police Foundations and intend to work in Canada afterwards.
- You need a January or May start. Only six and one programme offer those.
- You want a large city with a big part time job market and a large Indian community.
- You need a spousal open work permit. No programme here supports one.
