International Business University (IBU)

International Business University, usually shortened to IBU, is not a college. It is a private, not-for-profit university in downtown Toronto with the Ontario government’s consent to award bachelor’s and master’s degrees, and that single fact explains most of what makes it interesting to Indian students.

Because its programmes are degrees, they sit outside the field of study rule that has knocked so many college diplomas off the PGWP list. And because its MBA and MSc programmes last 16 months, they tick two boxes that are now hard to find together in Canada: a post-graduation work permit of up to three years, and an open work permit for your spouse while you study.

There are trade-offs, and this guide sets them out plainly. IBU is young, having taken its first students in 2021, so employers know it less well than older universities. As a private institution it still needs a provincial attestation letter for every student, including master’s applicants who would be exempt at a public university. And the MBA bursaries on its website are not open to applicants from India, while the undergraduate bursary is.

1. IBU at a Glance

IBU reports more than 2,400 students from 71 countries, and a 91 percent graduation rate. Those are the university’s own figures; there is no independent ranking to check them against yet.

2. Is IBU a Real University?

It is one of the most searched questions about IBU, and the answer is yes. In Ontario a private institution can only call itself a university and award degrees after the Postsecondary Education Quality Assessment Board (PEQAB) reviews its programmes and the minister grants consent. PEQAB reviewed IBU’s proposals in June 2020, and the minister gave final consent on 4 December 2020, making IBU the first homegrown independent university established in the province.

Consent is given programme by programme and for a fixed term. IBU’s MBA streams hold consent for five years from 4 April 2023, and the MSc in Applied Artificial Intelligence received five year consent from 5 March 2026. That consent is what makes each degree PGWP eligible, because IRCC accepts degrees from private Canadian institutions only when the province has authorised them.

What IBU is not is publicly funded. It receives no operating grant from the province, sets its own tuition and relies on student fees, which is why its scholarships and its PAL position differ from those of a public university.

3. IBU Programmes and Fees for International Students

The annual figure is the tuition for two semesters, the way IBU presents it. Because IBU teaches year-round in three terms, a student who studies straight through will pay three semesters in a calendar year, so plan cash flow per semester rather than per year.

Some listings show the two health MBAs at two years and CAD 24,000. IBU’s own pages give the same 16 month, 42 credit structure and the same tuition as every other on-campus MBA.

4. Why the 16 Month MBA Matters

Two IRCC rules make programme length critical in 2026. First, a PGWP normally mirrors the length of study, but master’s graduates are an exception: a master’s programme of at least eight months can earn a permit of up to three years. Second, since 21 January 2025 a spouse or common-law partner can only get an open work permit if the student is in a doctoral programme, certain professional programmes, or a master’s programme of 16 months or longer.

IBU’s MBA and MSc programmes are built at exactly 16 months, four semesters of four months each. That places them inside both rules, and IBU’s MBA page states that the spousal work permit still applies. A one year MBA elsewhere would miss the spouse rule; a two year MBA would meet it but cost more in time and money.

5. What You Study in an IBU MBA

Every IBU MBA carries 42 credits over four semesters, with classes on campus about two days a week. The first semester is identical across streams, the second is mostly shared, and the third is where each stream becomes distinct.

6. The Capstone: Three Ways to Finish

The final semester is a single capstone, and the choice shapes what you leave with. A consulting project places you on a real problem for an organisation, which is the best route if you want Canadian work references. A business plan suits founders, but it requires the Business Planning elective in semester three. A major research paper suits students who may go on to a doctorate, and it requires Research Methods.

For most Indian students aiming at a Canadian job, the consulting project is the strongest choice, because it produces the one thing a new graduate usually lacks: Canadian experience that an employer can check.

7. MSc in Applied Artificial Intelligence

IBU’s newest degree runs 42 credits over four semesters in person in Toronto, in two specialisations. Both share a first semester of Fundamentals of Artificial Intelligence, Machine Learning and Deep Learning, Data Science and Data Mining Techniques and Human-Computer Interaction Design, and both end with a six credit capstone project.

Entry is stricter than for the MBA. IBU looks for a four year honours degree in mathematics, physics, engineering, mathematical economics or computing, with linear algebra, statistics and programming. Applicants without that background take a bridging programme in Python, linear algebra, calculus and statistics and an introduction to AI first.

8. Bachelor of Commerce (Honours) Degrees

IBU’s three undergraduate degrees each carry 120 credits, the standard size of a four year North American honours degree, but IBU teaches them in eight consecutive semesters, so you finish in about 32 months. Intakes are small, with the business management degree capped at about 30 students per intake.

All three share a first year of business foundations and then diverge. Each includes a level two project course, in which teams build a business plan with faculty and industry mentors, and a final year capstone.

9. IBU Tuition and Other Costs in Detail

IBU charges by the semester. The ancillary fee of CAD 415 a semester includes digital textbooks, so there is no separate book bill, and international students are enrolled automatically in GuardMe health cover.

IBU also charges 1.25 percent a month on late payments. The MSc tuition is published on a separate graduate page; programme listings record it at CAD 18,500 a year, but confirm the figure on your offer letter.

10. Scholarships and Bursaries: Who Actually Qualifies

IBU’s awards depend heavily on nationality, so read the country lists before you count on one.

For the BCom, every international student receives an International Bursary of CAD 9,000, and students from the Asia region, which explicitly includes India, receive a further CAD 9,000. That brings the whole degree down from CAD 77,320 to about CAD 59,320, or roughly CAD 7,415 a semester. IBU publishes the bursary for intakes up to Fall 2026 and reviews it every year, so confirm it on any 2027 offer.

For the MBA the picture is different. The MBA Head Start Bursary of CAD 5,000 covers a list of about 90 countries that does not include India, the CAD 2,500 Advancement Bursary is only for students from the Philippines and Vietnam, and the IBU Financial Aid Program is for Canadian citizens and permanent residents. An Indian MBA applicant should budget the full CAD 40,860.

11. Admission Requirements for Indian Students

The MBA’s acceptance of a three year degree matters for Indian applicants with a BCom, BBA or BSc, who are often turned away by Canadian programmes that insist on four years of undergraduate study.

12. English Requirements

IBU applies one English standard to every programme, from the BCom to the MSc, which is unusual. Scores must be less than two years old, and TOEFL Home Edition and MyBest scores are not accepted.

The IELTS rule catches people out in the opposite direction from most universities. A 6.5 overall with a 5.5 in writing fails, because every band must reach 6.0, while a flat 6.0 across all four bands passes.

13. The Provincial Attestation Letter Still Applies

From 1 January 2026, master’s and doctoral students at public institutions no longer need a provincial attestation letter and sit outside the national study permit cap. That exemption does not reach private institutions, and IBU is private.

Every IBU applicant, including MBA and MSc students, therefore still needs a PAL from Ontario with the study permit application. IBU requests the letter from the province after you accept your offer and pay the deposit, so ask IBU about PAL timing before you commit to an intake.

14. PGWP After IBU: Length and Language

Every IBU programme in this guide leads to a degree with ministerial consent, so all of them are PGWP eligible, and none is subject to the field of study list. The BCom, at 32 months, supports up to three years of work, and the MBA and MSc do too under the master’s rule.

The PGWP also needs a language result at CLB 7 in reading, writing, listening and speaking, the level set for all degree graduates. Your admission score will not count, so book a fresh IELTS General Training, CELPIP, PTE Core or TEF test in your final semester. CLB 7 on IELTS General Training means at least 6.0 in every band.

15. Bringing Your Spouse and Children

The 16 month MBA and MSc are among the few routes left in which your spouse or common-law partner can apply for an open work permit alongside your study permit. That can change a family budget completely, because a working partner in Toronto or Ottawa can cover much of the rent.

The BCom does not qualify, because the spouse rule is limited to master’s, doctoral and certain professional programmes. Proof of funds rises with every family member: from 1 September 2026, IRCC expects CAD 23,448 for a single applicant and CAD 29,192 for a couple, in addition to first year tuition.

16. Toronto or Ottawa?

The Toronto campus occupies offices at 655 Bay Street, on the edge of the downtown financial district and a short walk from the University Avenue hospital district. It is a city campus: no lawns, but a short walk to the subway and most of Canada’s head offices within reach. All BCom, MSc and most MBA streams are taught here.

The Ottawa campus at 979 Bank Street, in the Glebe near Lansdowne Park, is a newer graduate campus offering two MBA streams, Global Business Management and Technology, Innovation and Entrepreneurship. Ottawa is quieter and cheaper, with a large public sector and a technology cluster in Kanata.

17. Intakes and Start Dates for 2027

IBU runs three intakes a year for every programme, and each programme page lists the same 2027 start dates. The deadline for a September 2026 start at Ottawa passed on 18 August 2026, so the realistic windows now are January, May and September 2027.

Because PAL processing and study permit decisions can take several months, a January 2027 start needs a complete application and deposit very soon. May 2027 is the more realistic target for most students applying now.

Most IBU students share apartments, and many live along the subway lines north and east of downtown, where rooms cost far less than a downtown one bedroom.

IBU does not appear in the QS, Times Higher Education or Maclean’s rankings, which require years of research output and graduate data. Any rank you see quoted for IBU on a comparison site comes from web presence indices, not from an academic ranking.

For a young university, the fairer measures are its authority to award degrees, its external quality reviews, and what its graduates do next. On the first two IBU scores well for its age, with ministerial consent, QAA international accreditation and NCMA accreditation. The third is still being written, which is why the capstone and your own networking carry so much weight.

IBU suits you if

• You want an MBA of 16 months that supports a three year PGWP and lets your spouse work while you study.
• You hold a three year bachelor’s degree and are being turned away by programmes that insist on four years.
• You want an undergraduate business degree with a CAD 18,000 bursary and a three year work permit.
• You prefer small classes and a downtown Toronto or Ottawa location.

IBU does not suit you if

• You want a well known brand or a ranked university name on your degree.
• You expect an MBA bursary as an Indian applicant.
• You want a traditional campus with residences, lawns and large sports facilities.
• You need to avoid the PAL by choosing a public university master’s.
